HOUSTON, Aug 29 (Reuters) - Powerful Hurricane Katrina was downgraded to a Category 4 storm on the five-step Saffir-Simpson scale on Monday as it neared the Louisiana coast.The National Hurricane Center in Miami said its winds had dropped to 155 miles per hour (248 kph), just below the 156 mph (249 kph) threshold for a Category 5 storm."Some fluctuations in strength are likely prior to landfall, but Katrina is expected to make landfall as either a Category 4 or possibly a Category 5 hurricane," the hurricane center said.
